Hunan Accelerates China–Germany Collaboration with Fraunhofer

Changsha, China — A high-level China–Germany cooperation matchmaking event was successfully held in Changsha, marking a new milestone in Hunan Province’s efforts to build a leading hub for international innovation and industrial collaboration.

The Hunan–Fraunhofer Society Cooperation Forum, held on September 12, brought together over 200 representatives from government, industry, academia, and research institutions from both China and Germany. The event focused on cutting-edge sectors such as intelligent manufacturing, non-destructive testing, and advanced materials, resulting in the signing of multiple cooperation agreements and signaling a shift from dialogue to concrete project implementation.

The forum was jointly organized by the Hunan Provincial Department of Science and Technology, the Administrative Committee of Xiangjiang New Area, and the Beijing Representative Office of the Fraunhofer-Gesellschaft, and was undertaken with organizational support from the Tianjin Office of the China-Europe Innovation and Entrepreneurship Association (Belgium). Under the theme “Innovation Matchmaking and Synergistic Empowerment: New Opportunities for Hunan–Germany Cooperation,” the event aimed to establish a high-level platform for collaboration between Hunan and Europe’s leading applied research institutions, promoting two-way flows of talent, technology, and industrial resources while accelerating the integration of scientific and industrial innovation.

Building Bridges Through Technology Collaboration

Leading research institutions and enterprises engaged in in-depth discussions throughout the event, strengthening technical connectivity and laying the groundwork for long-term cooperation.

Representatives from Fraunhofer, the largest applied research organization in Europe, highlighted opportunities for collaboration in key sectors including energy, environmental technologies, and intelligent manufacturing. Its widely recognized “Fraunhofer Model” of bridging research and industry provides strong support for innovation-driven economic growth and has played a vital role in advancing industrial competitiveness across Europe.

During the forum, experts from Fraunhofer’s Glass and Precision Manufacturing division held technical exchanges with research teams from leading Chinese enterprises and institutions. Discussions focused on industrial digitalization, integrated mechatronics development, and energy storage technologies, with both sides agreeing to establish long-term communication mechanisms and explore collaboration in joint R&D and industrial incubation.

This cooperation builds upon earlier exchanges, as Hunan-based enterprises and innovation teams have previously conducted site visits and technical dialogues in Germany, laying a solid foundation for deeper collaboration.

Policy-Driven Cooperation Framework

The advancement of Hunan–Germany cooperation is strongly supported by a comprehensive policy framework.

In recent months, Hunan Province and the city of Changsha have introduced a series of high-value policy measures aimed at facilitating international collaboration. These measures cover financial incentives, platform development, talent recruitment, and logistics channels, forming a full-chain support system for German-invested projects and joint innovation initiatives.

Provincial policies include substantial financial incentives for newly introduced German-funded projects, support for R&D investment, and encouragement for the establishment of international cooperation parks. At the municipal level, Changsha has further refined its industrial policies, providing targeted support for advanced manufacturing projects, foreign-funded R&D centers, and enterprises with strong contributions to foreign investment utilization.

Together, these policy instruments create a highly attractive and stable business environment for German companies seeking to expand operations in Hunan.

Xiangjiang New Area as a Key Innovation Hub

Xiangjiang New Area has emerged as the core platform for China–Germany cooperation in Hunan, attracting a growing number of German enterprises and facilitating industrial integration.

Global companies such as BASF, Schaeffler, and Metro have already established operations in the region, while leading Chinese enterprises continue to expand their collaboration with German partners. This growing ecosystem reflects a model of coordinated development between domestic and international industries.

In addition, the establishment of dedicated platforms—such as German SME headquarters clusters and applied research centers—has further strengthened cooperation capacity. These platforms aim to introduce advanced German technologies and innovation resources to support Hunan’s strategic industries, including new energy, engineering machinery, advanced materials, and intelligent connected vehicles.

Local enterprises have also reported significant benefits from engaging with German partners, particularly in gaining deeper insights into Industry 4.0 principles and accelerating their digital transformation strategies.

Toward a New High Ground for International Cooperation

With strong policy support, active industrial participation, and increasing international engagement, Hunan is rapidly positioning itself as a new high ground for China–Germany cooperation.

As more collaborative projects are implemented and new innovation platforms are established, Hunan is expected to play an increasingly important role in global innovation networks, contributing to stronger economic and technological ties between China and Germany.
